The Tosa could take this and escape unscathed, the wolves will fight like normal dogs, at least one would. And then the other will land insignificant bites at the Tosa's flank while wolf A is incapacitated in seconds. Then wolf B is also incapacitated. Then the Tosa disappointedly shakes their carcasses waiting for a flicker of life. I don't even think the skull chomp is likely, but I guess in 2/10 times one of them will achieve that.
