We develop nipples in the womb before our genitals have even finished deciding what they are going to be.

Let me take you back 100,000 years ago. We are all living for the most part in caves because we have not yet learnt how to build huts/houses. A cave is a one way death trap. If a 500 pound saber tooth tiger blocks the one and only exit, you and your kin are toast.
What was vital was to be quit. Babies don't give a rats ass about rules, if they are pissed off or hungry they will wail like the dickens. What if all the females are out gathering firewood? How do you shut the little bastard up, and have him give away your position? You put him on the nipple. Doesn't matter if there is no milk, the little bastard will suck away and shut up.
For the most part we have evolved most of our body hair away, and sharp fingernails, but have still kept the nipples.
