Looking at the size comparison I would say the Orca is in with a good shot. I think best case scenario the mosasaur would be equal in weight (if that size comparison is accurate).
I consider mosasaurs kind of unimpressive for their size, especially compared to pliosaurs (like Pliosaurus, Lipleurodon and Kronosaurus). Pliosaurs are totally ridiculous but mosasaurs seem relatively flimsy. It's a bit like crocodile vs monitor lizard. Even though I know pliosaurs are no connection to crocs, their skulls are similar- actually more impressive. Meanwhile Mosasaurs really are related to monitor lizards and snakes. I don't think they are ruggedly built for tangling with large heavy duty prey, don't think their jaw could take the punishment and stress. I think they were rather eating mostly fish and cephalopods smaller than themselves. Meanwhile orcas are... orcas. swinging off bull sperm whales and shit.
Yeah I actually lean orca on this one pretty heavily. I think it's more durable, stronger, obviously smarter. I think even just a collision between them wouldn't be nice for the mosasaur.

The size comparison is inaccurate. The mosasaur’s neck should not be that long and its tail shouldn’t be that short. I AM more impressed by its jaws though but maybe not maneuverability or stamina.
