On land I support the bear even though the Cuban crocodile is said to be the most terrestrial extant crocodilian.
In deep water it goes without saying that the crocodile wins.
Shallow water is where things get interesting, I’d still slightly favor the crocodile due to its jaws and armor.

Giving the edge to the crocodile on land and water, on average it’s slightly smaller, but I usually favour crocodiles over bears since they can’t outsmart the crocodile as well as a cat could in this case. It’s also more durable and has a devastating bite.
The bear is also one of the less impressive ones - although I could see one winning on a good day by overpowering the reptile.
