The sea eagle holds the size advantage, but the golden eagle strikes me as being more combative and a better fighter- in aerial engagements, smaller birds can hold an advantage over larger opponents thanks to superior maneuverability and aggression in comparison.

It seems like birds living near the water become by and large fish eaters which removes the capacity to take larger more formidable prey.

Not always one sided but the golden eagle in this picture is a juvenile. Juvenile eagles are dimensionally larger than adults (as feathers are molted in the process). The feathers of juveniles do not enable them to fly as well as adults but they have talons just as developed.
