I think you have to go with Jon Jones. He has never been outwrestled for a moment, he even outwrestled the olympian heavyweight DC. Khabib is also an epic ultimate wrestler, but what usually happens when two impossibly good wrestlers face off, is they resort to a stand up fight. In that department Jones is a much much much more dynamic and tactical striker. With his leg kicks and spinning back fists and elbows and etc etc coming from all sorts of dynamic angles I think he will outclass Khabib. He is also superior with submissions IMO.
IF Khabib is better at anything, it's wrestling, but I don't think so and it's definitely too close for them to not end up having a non-wrestling fight. Jones beats him everywhere else for sure.

Not only did he out wrestle DC but HE actually took DC down, he was confident enough in his abilities that he wanted to wrestle with DC

I don't follow UFC closely although I'm passingly familiar with both fighters.
When you say "AT EQUAL WEIGHT" do you mean Jones cuts down and Khabib bulks up so they meet in the middle? Or do you mean like who's the best P4P?
I'm assuming the former in which case it has to be Jones as even at equal weight he is just a bigger person that's cut down to fight in a lower weight class. Wouldn't a number of natural light- heavyweights beat Khabib if they met in the middle, even assuming Khabib was a little P4P superior?
For me Hardcastle's post is the right context and conclusion for the P4P argument.
