The terrier will kill this monitor any time, anywhere. The only way the monitor wins this is by escaping up a tree and knocking a coconut down on top of the dog's head.

I’d classify that as more of an external environmental factor. What if this were a lace monitor? Would the outcome be different? Monitors have extremely fast reflexes:

It is 31lbs, bigger than the dog by a fair amount, but also doesn't have stamina or damage output. They have fast reflexes for about 10 seconds, the dog will grab its head and maul it to death. The monitor won't catch the dog either, it's too agile, but if it did the dog doesn't have too much to worry about.
