Im betting on the eagle here but the offense of the hawks talons seems to be way more fast twitch than the bald eagle. Look at a hawk hunting anything for example.

What Hawk? A large one COULD win. Hawks are very manoeuvrable, a lot moreso than Eagles and Falcons - and some Hawks can reach Bald Eagle-size (roughly). I honestly wouldn't be surprised if a Hawk could torture an Eagle mid-air with its insane flying skills
Edit: nvm they're a lot lighter
